1. Legislative Pressure Is Rising

State legislatures are introducing new requirements at an unprecedented pace, covering:

  • Health and safety
  • Concussion management
  • Transportation
  • Communication
  • Coach certification
  • Gender equity

State and federal legislation affecting school athletics continues to expand. New rules governing student safety, medical protocols, eligibility, transportation, and communication are being introduced faster than many departments can absorb.

For ADs, this means constant vigilance. Keeping up requires not only awareness of new laws, but the ability to document compliance clearly and consistently, often on short notice.

ADs are expected to be experts in all of it.

 

2. Title IX Scrutiny Is Increasing

Title IX oversight has shifted from occasional review to ongoing scrutiny. Districts are now expected to demonstrate equity across participation, facilities, resources, and support — not just in theory, but in documented practice.

This has raised the bar for athletic departments. ADs must be prepared to answer detailed questions using accurate data, and they must do so proactively rather than reactively when concerns are raised.

Districts are being asked:

  • Are opportunities accessible and equitable?
  • Are roster spots proportional?
  • Are communication and support systems consistent?

Without accurate data, these questions are almost impossible to answer.

 

3. Communication Is Now a Compliance Issue

Parents expect transparency. Districts expect documentation. Lawyers expect proof.

The days of “I sent an email” aren’t enough.

Parent and student communication has evolved into a legal and reputational concern. What is communicated, when it is communicated, and how consistently information is shared can all be scrutinized.

ADs are expected to maintain clear records of notifications, policy acknowledgments, and emergency communications. Without reliable documentation, even well-intentioned departments can find themselves exposed.

When the data is complete, the decisions are better.

The compliance landscape will only become more complex. As expectations continue to rise, athletic departments will need to move from reactive compliance to intentional, system-based management.
